LINCOLN -- The Foster Care Review Office has some recommendations for the child welfare system in their quarterly report released Friday. One of them - to work to ensure that services for both the parents and child are in place before children removed from their homes are returned. 1,478 children have been in out-of-home care at least one before - and for 844 of those children this is actually the second time they have been removed from their home. The FCRO says that children who have experienced abuse and neglect need services available to heal - and that parents need services to deal with the factors that led to the child being taken from them. One good bit of news - there are fewer children entering out-of-home care to begin with.
