The number of children labeled as wards of the state has dropped by more than 300 since March, about the time Thomas Pristow took over as director of Nebraska's Children and Family Services. Pristow says officials are using a new set of guidelines to determine when to remove children from their homes. One-third of Nebraska's 5,800 wards receive in-home services which allow them to stay with family.
