Governor Heineman is ordering flags to be flown at half-staff on Sunday to honor U.S. Ambassador Chris Stevens and three other Americans killed in an attack in Libya. Stevens and members of of his staff were killed Tuesday when the U.S. consulate in Benghazi came under attack.
