It prohibits members of congress, or the administration, from buying or selling stocks based on knowledge they receive privately while doing their job. Johanns saying the core values like honesty, integrity and discipline are embodied in the legislation. The Stock Act, if passed, will prohibit so-called insider trading by members of congress that relies on information not available to the general public.
